Get a thin piece of wire and stick it up in the telltale discharge, to dislodge whatever insects might have nested up in there.

If that doesn't do the trick, drop the lower again, make sure your impeller key is in the keyway and the housing gasket is seated correctly.

There should be a water tube guide, a plastic tube maybe a couple-three inches long, that slides on top of the pump discharge, which the water tube has to go into the guide when you put the lower unit back on.

If all that checks out, you might have some blockage in the water jacket, especially if your pump failed completely it might have liberated some impeller fragments. You'll have to take the thermostat covers off, somthing might have lodged in there.

Sorry there's no easy answer -- you need to see a strong discharge coming out the telltale anytime the motor's running.

The most common failure on the %26quot;new pump %26quot; installation is to have the impeller drive key slip down the water in let slot as you put the pump together.

If you turned the main shaft while you positioned the pump housing and the impeller turned- that's not it. You probably have some old impeller debris up the tube.

If that's not it, the water tube going to the power head from the pump body missed the pump. If that's not it make sure you have the engine deep enough in the water to get water to the pump ie; below the pump body.

edit; if the pump is out,,, you get nothing----NEVER-- run with out the pump, what you are seeing is residual water being forced from little cavities as the engine reaches critical temps.
I have an old 70hp Johnson and when I changed the waterpump, I had to be sure the fins on the impeller were positioned so they would pump in a clockwise direction once installed. May want to take a good look at your intake, too, and inspect it for blockages.
change the thermostat....
